Currently at EABC as a DFID seconded Research & Policy Adviser. He has worked with EABC in developing the dialogue and advocacy strategy; guidence to enhancing Public Private Dialogue; he is managing research portfolio where position papers developed to support EABC advocacy work; is also engaged in organizing national associations at regional level to establish clusters/forum sector or issue based, among others.
Michael has worked with both public and private sector for over 15 years now. He has worked as a consultant for a number of projects in the EAC region, including with the World Bank/IFC project - Business Enabling Environment focusing on trade logistics in Rwanda and pre project programs at EAC. He also worked with the Ministry of Finance in Rwanda (2001-2005) as the Division Chief - Economic Reforms, Ministry of Finance; where he was a leading staff on a number of reforms undertaken in this country; public finance management, privatization, financial sector reforms among others. He has worked also at Rwanda Revenue Authority as Chief of Valuation (1996-97) and as a Senior Customs Officer (1994-1996) being one of the staff who managed the transition from the old revneue collection system to a new semi independent system. He participated in a number of reforms that we being initiated at the time; valuation system, clearance and post audits among others.
Michael holds a Masters in Economics from Columbia University, New York, USA, specializing in economic policy management (2000) and a Bachelor degree in Economics and Political Science from Makerere University, Kampala - Uganda (1993). He also has a number of professional trainings in trade development, aid management, competitive and trade negotiations, public finance management, financial programming, debt management, macroeconomic modelling and tax administration, among others.
Michael is married to Diane a lawyer by training, with three sons. Loves sports, reading and travelling. He is a member of a number of organizations, including Transparanecy International rwanda Chapter, Sports Clubs and Community Development Support Initiatives.
