Harry Broadman is Senior Vice President of Albright Stonebridge Group LLC, a global strategy firm, and Chief Economist of Albright Capital Management LLC, a registered investment advisory firm focused on emerging markets.

For more than 28 years, Dr. Broadman has held senior positions in the private sector, government, international financial institutions, think tanks and academia.  He is globally recognized as a seasoned foreign investment and international trade negotiator for the private sector and government, and as an expert practitioner and thought leader on energy and natural resources markets; international finance and development in emerging markets; corporate governance reform; antitrust policy and utility regulation; and privatization and enterprise restructuring. In addition to his extensive operational work in OECD countries, Dr. Broadman’s expertise spans all key emerging markets, especially China, Russia, India, the Balkans, Eastern Europe and Central Asia, Vietnam, Thailand and sub-Saharan Africa.  At Albright Stonebridge he heads a recently launched Africa Regional Practice.

Immediately prior to his current positions, Dr. Broadman was a senior official at the World Bank Group, leading the Bank’s operational work on privatization and enterprise restructuring and advisory work on foreign investment, regulatory and infrastructure policy reform in China; the former Soviet Union; and sub-Saharan Africa. Before joining the Bank, he served as Assistant United States Trade Representative in the Executive Office of the President, responsible for global trade negotiations for the US in all the services sectors and all foreign investment agreements, including the negotiations that led to the creation of the WTO.  Earlier, Dr. Broadman worked in the White House on the President's Council of Economic Advisers as the Chief of Staff and Senior Staff Economist.  Previously he worked in the US Senate as the Chief Economist of the Senate Committee on Governmental Affairs.  Prior to his government service, Dr. Broadman worked at the Rand Corporation; Resources for the Future, Inc.; and the Brookings Institution.  During his academic career, he served on the faculties of Harvard University and the Johns Hopkins University’s School of Advanced International Studies. 

Dr. Broadman received an A.B. in economics and history, magna cum laude, from Brown University, where he was elected to Phi Beta Kappa.  He received a Ph.D. in economics from the University of Michigan. He is a member of the Council on Foreign Relations, the Bretton Woods Committee, and a non-resident Fellow at Johns Hopkins University’s Africa Studies Program.

He has authored several books, including Africa’s Silk Road: China and India’s New Economic Frontier (2007); From Disintegration to Reintegration: Eastern Europe & the Former Soviet Union in International Trade (2005); Building Market Institutions in South Eastern Europe (2004); Unleashing Russia’s Business Potential (2003); China’s Management of Enterprise Assets: The State as Shareholder (2002); Prospects for Russia’s Entry into the WTO;(1997) and Natural Gas Markets After Deregulation (1985). 

Dr. Broadman also has published numerous articles in professional journals, such as Foreign Affairs, The World Economy, Review of Industrial Organization, Energy Policy, Natural Resources Journal, Land Economics, International Journal of the Economics of Business, Yale Journal on Regulation, Columbia Journal of World Business, Journal of Economic Literature, Journal of Policy Reform, Journal of Corporate Ownership and Control, Journal of Policy Analysis and Management, Journal of Asian Studies, The Energy Journal, African Analyst Quarterly, and Journal of Energy and Development.
