1. Employment
Constantine is currently the Chief Executive Officer and Principal lead Consultant for ICT, e-Government, Monitoring and Evaluation services for Devinovit Associates Limited, a private firm incorporated in Uganda providing Development, Innovations and ICT consultancy services. Formerly, worked as a Director for Research, Innovations, Monitoring and Evaluation in the National Planning Authority (NPA) for the Government of Uganda. Before joining the NPA, worked in the Ministry of Local Government as a Principal Information Technology Scientist/Planner heading the ICT Unit within the Policy and Planning Division. Before the Ministry, worked at Makerere University as a Senior Information Technology (IT) Administrator in the Faculty of Agriculture & Forestry. He also worked in the United Kingdom (UK) as a Database Administrator for the London College of Business and Computing.
2. Educational Qualifications
He posses an Executive Master Degree in e-Governance of the University College of Technology, Lausanne, Switzerland (EPFL), Switzerland. He also possess a Master of Science Degree in Computing and Information Systems of the University of Greenwich, London, UK, a Post Graduate Diploma in Computing and Information Systems of the University of Oxford, UK, Higher Technical Diploma in Biomedical Engineering of Swaziland College of Technology. He has also had other skills training in the fields of ICT Management in Public Sector in Malaysia, Policy Analysis, Development and Implementation in Kenya, Strategic Information Management Systems in Canada, Project/Programme Development and Management, Local and Regional Development Planning, Monitoring and Evaluation, Training of Trainers, amongst others.
3. ICT/e-Government Development Experience
Currently, Constantine is the principal consultant for the ICT, e-Government and other e-Service consultancy services in Devinovit Associates Limited. He has had over 15 years local and international working experience with Educational, Government, Private and Non-Governmental organizations in the areas of ICT Policy Analysis & Development, ICT Strategy and Master Plan Development, Information Systems and Technology Management, e-Government programme design and implementation, Research, Monitoring and Evaluation.
On several occasions, he has facilitated ICT and e-Government related workshops, retreats and meetings at national, regional and international levels. He has also made presentations on various ICT and e-Government topical issues at local, regional and international forums.
He is a member of the United Nations (UN) e-Government Expert Group, UK Institution of Analysts and Programmers, African ICT Policy Makers online forum and African Knowledge Management Group Forum.
In a nutshell, over the last 20 years, Constantine has been involved in various ICT, e-Government, Information Management Systems, Monitoring and Evaluation initiatives ranging from policy analysis, development, implementation both in the public and private sector organizations.
