Background

 

Mozambique has one of the fastest growing economies in Southern Africa and is committed to the rapid adoption of information technology.

 

Despite its lack of telecommunications infrastructure, Mozambique was one of the first countries in the region to reform its telecommunications sector in 1992. The sector is independently regulated and a second mobile licence was awarded to Vodacom in mid-2002. In a bid to encourage mobile competition in mobile, the state-owned incumbent operator, TDM, was converted into a limited company in May 2003 and its mobile subsidiary mCel was spun-off into a stand-alone company. Mobile connections have experienced triple-digit growth rates almost every year since 1997. The sale of a majority stake in TDM to a strategic investor is being planned and a second fixed-line operator is to be licensed before the end of 2007.

 

Privatisation will be further promoted through a new Telecommunications Act in order to attract high levels of investment. Mozambique has the second lowest teledensity in the region, with just 0.46 fixed phones per 100 inhabitants, only Malawi has a lower teledensity. The government's target is to reach a teledensity of two telephones per 100 inhabitants by 2007 which would require estimated investment of 1.3 billion US dollars.

 

The government also plans to invest substantially in eGovernment services and has launched the Government Electronic Network (GovNet)-Pilot as part of the country’s national ICT policy implementation strategy, which aims to improve public services and increase transparency in the public sector. The pilot has established a common communications platform for the Ministry of Public Administration, Ministry of Finance, Ministry of Health and Ministry of Science and Technology, among others, aiming to give them a unified e-mail system, intranet, and document management system, as well as cost-effective shared access to the Internet.

 

With this wide range of national ICT initiatives under way, the Mozambique ICT Conference & Exhibition will provide a valuable platform to assess progress, share knowledge and identify business and investment opportunities. In addition, an associated exhibition will provide a marketing platform for service providers and equipment suppliers to network with ICT users from business and government.
